Title
Community Development Agency, Administration and Finance Division, recommending the Board adopt and authorize the Chair to sign Resolution 012-2015 to Establish Fees for the Purchase of the Right to Inurnment in Niches in the Veterans' Columbaria at the Georgetown Pioneer Cemetery - Renke Annex in the Georgetown Cemetery Zone of Benefit #3 within County Service Area #9.

FUNDING:  Georgetown Cemetery Zone of Benefit - Fee Revenue.
Body
Fiscal Impact/Change to Net County Cost
Fees for services associated with niches in the Veterans' Columbaria will be collected and deposited in the Georgetown Cemetery Zone of Benefit account.

Background
On November 12, 2013, the Board approved the installation of columbaria, sidewalk, flagpole foundation, and access improvements for the new Veterans' Niche Section at the Georgetown Pioneer Cemetery - Renke Annex, and authorized the Community Development Agency (CDA) to enter into agreements for the construction and installation of same (Legistar File No. 13-1155).

Two new columbaria were delivered and installed on May 16, 2014, at the Georgetown Pioneer Cemetery - Renke Annex to provide ninety-six niches for the above ground inurnment of cremated remains, dedicated solely for use by veterans.

Reason for Recommendation
As the current schedule of fees for the cemeteries within the Georgetown Cemetery Zone of Benefit #3 does not include fees related to niches, it is necessary to establish fees for services associated with niches in the new Veterans' Columbaria.

These fees include a fee for the purchase of the right to inurnment in a Veteran's Niche, an endowment care fee for a Veteran's Niche, the opening and closing fee for the placement of an urn in a Veteran's Niche, and a non-resident fee, which would be charged for the inurnment of any veteran not a resident of Georgetown, California.  The proposed fees are intended to recoup the cost of the purchase and installation of the Veterans' Columbaria, with a minimal endowment care fee for future maintenance.  Any costs exceeding the proposed fees will be accommodated by the Georgetown Cemetery Zone of Benefit funding.

The proposed fees on the subject Resolution are the recommendation of the Georgetown Cemetery Advisory Committee.
