There is no Net County Cost associated with this Agreement.  Sufficient appropriations are included in the Fiscal Year 2014-15 budget and will be included in future budgets for the term of the Agreement.
 
Background
The Health and Human Services Agency (HHSA) Child Protective Services (CPS) staff strives to protect children from intentional physical or mental injury, sexual abuse, and exploitation or neglect by a person responsible for a child's health or welfare.  CPS staff further endeavor to protect children from abuse and neglect by attempting to preserve the family unit.  To meet the needs of the children and their families, CPS staff are responsible for evaluating the services necessary to support families.  Specific and specialized services are selected by CPS staff to assist individuals to overcome obstacles, with the goal of improving client quality of life.  Welfare and Institutions Code Section 16501 et seq. encourages the CPS program to locate community services that promote family reunification and family preservation of children and families in the CPS program.
 
The services provided by Summitview Child & Family Service, Inc. will support HHSA clients receiving services through the CPS programs.  In addition to therapeutic counseling services, Summitview Child & Family Services, Inc. will provide 24 hour, seven days per week Wraparound Support services and Commercially Sexually Exploited Children Support services on an "as available" basis.  Additionally, pursuant to Welfare and Institutions Code 18960-18964, Summitview Child & Family Services, Inc. will provide Child Abuse Prevention, Intervention, and Treatment (CAPIT) and Promoting Safe and Stable Families (PSSF) services on an "as requested" basis.  The majority of the services provided under the CAPIT program will be for the provision of in-home therapeutic visitation services.
 
Reason for Recommendation
Pursuant to Welfare and Institutions Code Section 16501 et seq., the County of El Dorado's HHSA CPS program is encouraged to locate community services to promote family preservation and family reunification.  HHSA contracts with several local therapists to accomplish this goal.  Contracting with Summitview Child & Family Services, Inc. will provide additional resources for HHSA CPS staff to utilize when selecting the most appropriate services for clients.
 
Failure to approve Agreement for Services 253-S1510 will result in less access to services required to meet community needs, while limiting HHSA's ability to refer clients to court-mandated services.

1. Clerk of the Board to obtain signature of the Chair on two (2) original Agreements for Services 353-S1510.
2. Clerk of the Board to return one (1) fully executed Agreement to HHSA at 3057 Briw Road.
