The program will fund financial incentives for projects that reduce emissions from internal combustion engines. Allotments to administering air districts are provided on an annual basis. The Fiscal Year (FY)14/15 El Dorado County (EDC) allotment will be approximately $339,973. Ten percent of the annual allotments will fund the cost of program administration. Revenue from the FY 14/15 cycle is expected to be received after the current FY is completed; therefore revenues and expenditures associated with the Program will be budgeted in the FY 15/16 budget.

Background
Western EDC is categorized as serious non-attainment of the state 1-hour ozone Ambient Air Quality Standard (AAQS) and severe non-attainment of the federal 8-hour ozone AAQS. The Lake Tahoe area is in transitional non-attainment of the federal 8-hour ozone AAQS. Ozone is formed by the reaction of nitrogen oxides (NOx) with volatile organic compounds (VOCs) in the presence of sunlight. The primary source of NOx and VOCs in El Dorado County is motor vehicle fuel combustion.
