There is no Net County Cost associated with this revenue Agreement.  Sufficient appropriations were included in the Fiscal Year (FY) 2014-15 Budget and it will be adjusted upon receipt of anticipated additional funding during FY 2014-15.  Further funding will be included in future FY Budget Requests for the duration of the Agreement.
 
Background
Golden Sierra Job Training Agency (GSJTA) is the Local Workforce Investment Area (LWIA) administrative entity designated by the State of California to administer Federal Workforce Investment Act (WIA) services in Placer, El Dorado, and Alpine counties.  GSJTA receives WIA Federal funding from the California Employment Development Department and then allocates funding for each county within the LWIA.  
 
On September 7, 2005 and effective July 1, 2006, the Golden Sierra Governing Board approved the establishment of the County of El Dorado as the first Consortium Operator under the Local WIA Program.  On June 20, 2006, the Board of Supervisors approved establishment of a budget and approved staffing for implementation of WIA Program activities also to be effective July 1, 2006.  The Health and Human Services Agency (HHSA) has been the Connections - One Stop Operator for El Dorado and Alpine counties since 2006.
 
As an Area Partner Operator of the GSJTA Consortium, the County, through HHSA, uses WIA funds to provide job training services, leverage additional federal and state funding, and help strengthen the Connections - One Stop system, thereby ensuring the ability to meet the multiple needs of the County's unemployed individuals, with a special focus on serving veterans, displaced homemakers, mature job seekers, long-term unemployed, and persons with disabilities.  Its youth program serves low income and at-risk youth (aged 18-21 years).  This program also offers business services to local employers, can place subsidized employees into a business, assess layoff aversion potential and strategies, conduct business service workshops, and offer space to local business to conduct recruitment and interviews activities.
 
The Connection - One Stop Program offers computers with internet access, copy and fax machines, and job information boards.  For those who meet certain qualifications and need more intensive services to find employment, WIA offers employment and training services that include paid tuition to a vocational training program and subsidized employment such as Work Experience and On-the-Job Training.  WIA can also pay for the costs associated with training or employment, such as textbooks, mileage reimbursement, and interview or work clothing.   
 
The Agreement is retroactive to October 1, 2014.  It was received from the GSJTA on December 24, 2014, and processing was expedited.
 
Reason for Recommendation
HHSA recommends approval of Contract K594759-02 as it provides the necessary funding needed to operate the Connection - One Stop Program for the residents of El Dorado and Alpine counties.  Without this funding, this program will be unable to provide WIA-funded training to obtain the employment skills necessary for clients to gain employment.
