Funds are available within each individual requesting department's budget (general and non-general fund).
 
Background
Most County facilities have access control, intrusion alarm, and fire alarm equipment installed.  There are monthly fees for maintenance for this equipment and 24/7 monitoring of intrusion and fire alarms installed by Signal Service. The Procurement and Contracts Division negotiated a new three (3) year agreement for these services that combines monitoring, annual inspections, and extended warranty for the maintenance and repair of existing security and alarm systems located in County facilities.  Under this agreement, when new monitoring equipment is added to facilities or equipment is removed, the Contract Administrator can make the necessary changes to the associated monthly service fees by sending written notice to Signal Services. The agreement will be administered by the Chief Administrative Office, Facilities Division; however, departments will be invoiced directly for their services.
 
Reason for Recommendation
Your Board is being asked to make findings that it is more economical and feasible to obtain an outside contractor to provide routine monitoring, maintenance and repair services and on-call maintenance and emergency repair services for the access and fire control systems at various County-operated facilities, rather than to create new County job classifications and procure and maintain specialized equipment, proprietary software license, and facilities necessary to perform these services.
