DEPARTMENT RECOMMENDATION
The Sheriff's Office is recommending the adoption of a Resolution as a part of the final application package to be submitted to the California State Parks, Off Highway Vehicle (OHV) Division Grant Program for funding for law enforcement patrol of the Rubicon Trail.

DISCUSSION / BACKGROUND
The Sheriff's Office has received this grant funding since 2001. This funding has allowed Sheriff's law enforcement to address and mitigate several issues on the Rubicon Trail over the years. For a period of time, the Rubicon Trail was not a family friendly environment; however, due to increased law enforcement presence, users have noticed a positive change in the environment and culture, and the Trail is once again a safe place for families to enjoy.

On December 18, 2012, the Board created a Special Revenue Fund for the El-Dorado Sacramento Municipal Utility District (SMUD) Cooperation Agreement funds. The funds were to be used to fund multiple programs on the Rubicon Trail for several County departments. The Sheriff's Office requested and received these funds to partially offset its Fiscal Year 2014/2015 Rubicon patrol law enforcement activities costs. Once again, the Sheriff's Office will be requesting SMUD funds through the Sheriff's FY 2015/2016 budget process.
