DEPARTMENT RECOMMENDATION
The County of El Dorado (County) is responsible for transferring the parcels acquired for the above-listed project as listed in the Cooperative Agreement.  Granting these parcels to the state releases the County of both the liability and maintenance of these parcels.
 
DISCUSSION/BACKGROUND
The Community Development Agency, Transportation Division (Transportation) completed construction of the Missouri Flat at Highway 50 Interchange Project, CIP No. 71336 (Project) in 2013.  As part of the Project, the County entered into Cooperative Agreement No. 03-0194 (Resolution No. 004-2002) with the California Department of Transportation (Caltrans).  
 
The County acquired portions of 15 parcels for the Project.  The Cooperative Agreement requires that upon completion of the Project, the parcels that were acquired for the Project that are within Caltrans highway right-of-way be transferred to Caltrans.  Transportation has worked closely with Caltrans on the Grant Deed and right-of-way maps.  Transportation has also cleared the title reports of any encumbrances to the parcels according to the Agreement.

CAO RECOMMENDATION
CAO recommending the Board move staff's recommendations as this is an approved CIP project and the requested actions are consistent with the cooperative agreement.
 
FINANCIAL IMPACT
The cost of the Grant Deed is $0. There is no fiscal impact to the County, and transferring the property to Caltrans will result in reduced maintenance responsibility.  The Project was not funded by the General Fund.
 
CLERK OF THE BOARD FOLLOW UP ACTIONS
1) The Clerk of the Board will obtain the Chair's signature on the Grant Deed.  
2) The Clerk will return the Original Grant Deed to Transportation to process it with Caltrans for their signature.
