Title: Supervisor Frentzen recommending the Board consider the following requests from the County Fish and Game Committee to authorize El Dorado County Risk Management to provide the County Fish and Game Committee a Certificate of Insurance, for a period of one year, listing Rescue Union School District as additionally insured. This is a condition required before the Rescue Union School District, which owns the property, will allow the Committee to access Bass Lake.

DEPARTMENT RECOMMENDATION
Supervisor Frentzen recommends the County of El Dorado Board of Supervisors approve and authorize the El Dorado County Risk Management to provide the County Fish and Game Committee a Certificate of Insurance listing Rescue Union School District as additionally insured.

DISCUSSION / BACKGROUND
The County Fish and Game Committee has unanimously agreed to develop short- term projects that benefit the economy through recreational activities, like fishing, hunting and bird watching. Bass Lake has been a source of warm water fish for various projects, and is an important source of largemouth bass for other waters in the county when stocking is necessary. For this project, the Committee will assess the status of the largemouth bass population in Bass Lake and obtain DNA information, (requested by California Department of Fish and Wildlife), to determine if fish can be transported to small recreational lakes in El Dorado County. Since El Dorado County is experiencing serious drought conditions, this source of fish may be important in the near future. The time line for studying Bass Lake, for these purposes, should be one year at which time the Committee will evaluate the need to continue the project.
Recently, EID, one of the critical partners in the project, sold the Bass Lake property to Rescue Union School District (RUSD). The Committee recently received permission from RUSD to access Bass Lake with certain conditions, which includes obtaining a Certificate of Insuran...
