DEPARTMENT RECOMMENDATION

Community Development Agency, Transportation Division, recommending the Board approve and authorize the Chair to sign the Exchange Fund Transfer Agreement between the Tahoe Regional Planning Agency and El Dorado County allowing for the exchange of Federal funds for nonfederal State Highway Account funds.

 

DISCUSSION / BACKGROUND

The State of California receives allocations from the Federal Highway Administration under the Moving Ahead for Progress in the 21st Century Act (MAP-21).  The State uses some of these funds for State projects, and it disperses some of the funds to local agencies around the State (including Tahoe Regional Planning Agency) for use on other qualified projects.  Use of these federal funds requires the inclusion of significant federal provisions in all contracts that utilize the federal funds.

 

Tahoe Regional Planning Agency (TRPA) has executed Agreements X14-6125(030) and X15-6125(031) with the State to exchange the aforementioned MAP-21 federal funds for State Highway Account funds in accordance with Section 182.6(g) of the Streets and Highways Code.  As the regional transportation planning agency for the County in the Tahoe Basin, TRPA plans to allocate $154,752 of these funds to El Dorado County.  The proposed Exchange Fund Transfer Agreement between TRPA and the County formalizes the fact that the County prefers to receive State Highway Account funds from TRPA instead of MAP-21 federal funds.

 

ALTERNATIVES

Instead of approving the proposed agreement, the Board could reject staff's recommendation, in which case staff would work with TRPA to receive MAP-21 federal funds for use on projects in the Tahoe Basin.

 

OTHER DEPARTMENT / AGENCY INVOLVEMENT

County Counsel has reviewed and approved the proposed agreement.

 

CAO RECOMMENDATION

CAO recommending the Board move staff's recommendations.

 

FINANCIAL IMPACT

There is no Fiscal Impact associated with this item.  The Board will not obligate the County with the current requested action.  If approved, the subject agreement would allow the County to receive an allocation of State Highway Account funds for use on projects in the Tahoe Basin.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk of the Board will obtain the Chair’s signature on two (2) originals of the Agreement.

2) The Clerk of the Board will forward the two (2) partially-executed original Agreements to the Community Development Agency, Transportation Division for further processing.
