Body

DEPARTMENT RECOMMENDATION

Library Department recommending the Board conduct a public hearing to consider adopting and authorizing the Chair to sign Resolution 116-2015 confirming the annual benefit assessment for the 2015/2016 tax year for the Zone of Benefit D (Cameron Park Library ) within County Service Area No. 10, for the support of library services, noting this is a continuation of benefit assessments with no increase over current levels.

DISCUSSION / BACKGROUND

On July 2, 1993, the Board adopted Resolution 225-93 establishing a library benefit assessment for the operation of the Cameron Park Branch Library.  An advisory vote in June 1994 received a 53% majority in favor of continuing the assessment.  The assessment is necessary to fund most of the operating costs of the Cameron Park Library (staff, books, utilities).

County Service Area law requires an annual public hearing to receive comment regarding the continuation of the assessment. The amount of the assessment is $25 per dwelling unit, with exceptions for apartments that are assessed at $20 and mobile homes in parks that are assessed at $12.50.  The assessment has remained unchanged since 1993.

ALTERNATIVES

The Board may determine not to confirm the benefit assessments for the 2015/2016 tax year.  This would leave the zone with insufficient funding for library services at the Cameron Park Library.

OTHER DEPARTMENT / AGENCY INVOLVEMENT

Auditor/Controller to place assessment on 2015/16 tax bills in accordance with the Resolution.

CAO RECOMMENDATION

Approve Department recommendation.

FINANCIAL IMPACT

The total assessment for 2015/2016 for the zone is $261,000.
