Title: Health and Human Services Agency, Mental Health Division, recommending the Board consider the following: 1) Approve and authorize the Chair to sign Agreement for Services 380-S1511 with El Dorado County Office of Education, for the provision of training to educators on identification of warning signs and risk factors for suicide, for the term commencing upon execution through June 30, 2017 with a maximum contractual obligation of $85,000; and 2) Authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement for Services 380-S1511, including amendments that do not increase the maximum dollar amount or term of the Agreement and contingent upon approval by County Counsel and Risk Management. DEPARTMENT RECOMMENDATION:
Approval of Agreement for Services 380-S1511 with EDCOE will increase awareness of countywide school personnel regarding identification of risk of suicide and warning signs of suicide. The goals of this program include: training and resources for educators; increase awareness of mental illness and suicide warning signs; increase appropriate referrals to clinical staff and other resources; and reduce the number of suicides of school-aged children and youth to zero.

DISCUSSION / BACKGROUND:
On August 26, 2014, the Board of Supervisors adopted and authorized implementation of the Mental Health Services Act (MHSA) Plan Three-Year Plan Update (File ID 14-0806). Included in the approved FY 2014-15 MHSA Plan Update is the “Suicide Education and Training program " program under the Workforce Education and Training (WET). During the period of 2011 through 2013, the number of suicides per 100,000 population was 38.6% higher than the State wide average.
