Title

Chief Administrative Office, Facilities Management Division, and the Health and Human Services Agency, Community Services Division, recommending the Board consider the following:

1) Approve and authorize the Chair to sign Facility Use Agreement 527-O1511 with Cornerstone Christian Church of El Dorado Hills for the use of fifteen (15) parking spaces for overflow parking at the Senior Center located at 990 Lassen Way, El Dorado Hills, for the period of July 1, 2015 through June 30, 2018, at the amount of $150 per month, contingent upon the Board approving and authorizing Joint Use Agreement 303-O1511 with El Dorado Hills Community Services District (File ID 15-0946);

2) Authorize the County Contract Administrator to exercise the option(s) for additional terms, if determined to be in the best interest of the County; and

3) Authorize the Chair to execute further Amendments, if any, relating to Facility Use Agreement 527-O1511, that do not increase the dollar amount or change the term of the Agreement, and contingent upon approval by County Counsel and Risk Management.

 

FUNDING:  Approximately 48% will be paid with County General Fund and the balance (share of cost) will be paid by El Dorado Hills Community Services District, pursuant to Joint Use Agreement 303-O1511.  These general fund costs will be exceeded by the revenue received from the El Dorado Hills Community Services District Joint Use Agreement.

DEPARTMENT RECOMMENDATION:

Chief Administrative Office, Facilities Management Division and Health and Human Services Agency (HHSA) recommend approval of Facility Use Agreement (FUA) 527-O1511 for the use of fifteen (15) parking spaces on an as needed basis, contingent on the Board’s approval of Joint Use Agreement (JUA) 303-O1511 by and between HHSA and El Dorado Hills Community Services District (CSD). 

 

Under a separate Board Action, the Facilities Management Division and HHSA are recommending approval of JUA 303-O1511 with CSD that will formalize the use of the facility for senior recreation activities, and establish the methodology for CSD to pay its share of cost for use of the facility.  The percentage of cost established in JUA 303-O1511, based on CSD’s utilization of the facility, will be used to calculate CSD’s contribution toward the cost of the fifteen (15) parking spaces at the Cornerstone Christian Church of El Dorado Hills' parking site.

 

DISCUSSION / BACKGROUND:

The Senior Center facility located at 990 Lassen Way, El Dorado Hills is a County-owned building.  Cornerstone Christian Church is adjacent to the property and is willing to allow the County use of fifteen (15) parking spaces for overflow parking on an as needed basis by attendees at the Senior Center.  The Senior Center is operated collaboratively with CSD to provide recreational programming and activities for senior adults age 50 and over.  Because of the popularity of services provided by the County and CSD to seniors residing in the area, it was necessary to find overflow parking.

 

ALTERNATIVES:

Disapproval of this FUA would result in continued insufficient parking for the people attending the Senior Center facility activities.

Chief Administrative Office through its Facilities and Procurements Divisions, and County Counsel.

 

CAO RECOMMENDATION:

It is recommended that the Board approve this item which will be paid with the revenue from agenda item: 15-0946, which is on today's agenda. 

 

FINANCIAL IMPACT:

This FUA will result in an increase to Net County Cost; however, it will be partially offset by reimbursement from CSD at the percentage established in JUA 303-O1511.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1.  Clerk of the Board to obtain the signature of the Chair on two (2) originals of FUA 527-O1511.

2.  Clerk of the Board to return one (1) fully signed original FUA 527-O1511 to HHSA at 3057 Briw Road.

 

STRATEGIC PLAN COMPONENT:

Health and Human Services Agency Strategic Plan Objective 4.2.4 - Complete the space for the new El Dorado Hills Senior Day Care that incorporates the needs of both clients and staff.
