DEPARTMENT RECOMMENDATION: 

Chief Administrative Office, Procurement and Contracts Division, on behalf of the Health and Human Services Agency (HHSA) recommending the Board of Supervisors approve surplus of the aforementioned 2003 Braun Accessible Modified Van, and transfer of the van to the Tahoe Transportation District to ensure ongoing transportation for seniors and disabled residents in the Tahoe Basin area of the County of El Dorado.

 

DISCUSSION / BACKGROUND:

In 2001, the County began applying for funding for the purchase of Compressed Natural Gas (CNG) vans, and the City of South Lake Tahoe (City) came forward with the funding and capability to manage and operate the Transen Program to provide ongoing transportation for seniors and disabled residents in the Tahoe Basin area of the County of El Dorado. The Transen Program and its objectives received support by other local public agencies including the Tahoe Regional Planning Agency and the State Department of Transportation (Caltrans) by providing additional federal grant funding.

 

On February 27, 2001, the County Board of Supervisors approved a Memorandum of Understanding (MOU) between the County and the City of South Lake Tahoe, in which the County agreed to be responsible for providing insurance coverage and the City agreed to be responsible for recruiting and overseeing volunteers to drive the van, and scheduling the trips for seniors and disabled persons. The City, in recent years, has not had the resources to manage the Transen Program, and over time the availability of transportation has lessened.  At this time, the City wishes to terminate the MOU (or agreement).

 

On June 17, 2003, Board Agenda #29, the County Board of Supervisors approved Agreement 6401655 with Caltrans for the acquisition of a modified van for use in the Transen Program in South Lake Tahoe. The Agreement allowed Caltrans to grant the County $40,000 under the Federal Transit Administration (FTA) Section 5310 grant, to purchase the modified van. Under the terms of this Agreement, Caltrans must receive a written notice of termination from the County along with a copy of the van’s pink slip.

 

The Tahoe Transportation District has applied for grants to operate a similar program and has requested that the County transfer ownership of the van to Tahoe Transportation District to ensure trained transit professionals operate the program to provide safer and more reliable transit services. Transit operators undergo multiple trainings to ensure that Tahoe Transportation District is in compliance to receive Federal Transit Administration funding.

 

County Ordinance Code Section 3.12.220 authorizes the Purchasing Agent to recommend to the Board of Supervisors that items of surplus County property are not required for County use and upon such recommendation and after making such a finding, the Board of Supervisors may then make available such surplus County property to the community organizations engaged in the pursuit of public purposes.

 

ALTERNATIVES:

The County may surplus and dispose of the vehicle rather than transferring ownership to Tahoe Transportation District.  However, transfer of the vehicle to Tahoe Transportation District in support of ongoing transportation services for seniors and disabled persons is in keeping with the vision of Health and Human Service Agency, Community Services Division to support senior services.
