Chief Administrative Office, Procurement and Contracts on behalf of Community Development Agency - Transportation Division, recommending the Board consider the following:
1) Authorize the purchase of one (1) International Truck equipped with a hookloader system, brush chipper truck body with a seven yard dump body to the sole qualified bidder, Riverview International Trucks, LLC of West Sacramento, CA from awarded Bid No. 15-070-058; and
2) Authorize the Purchasing Agent to sign a purchase order in the amount of $158,454 (plus all fees and taxes, estimated not to exceed $12,000) for a one time purchase following Board approval.

Fiscal Impact/Change to Net County Cost
Procurement and Contracts has been advised that funding is available within the Community Development Agency - Transportation Division's budget - Road Fund Discretionary. This item is a combination of fixed assets (Dump Truck #82154A & Savings from Rotary Snow Blower #82233) and is included in the approved Fixed Asset List for fiscal year 2015/2016.
Bid 15-070-058 was for an International Truck equipped with a hookloader system & hooklift Hot Patch Truck Body. This bid also included pricing on different types of truck bodies that are compatible and interchangeable with this truck.
The Community Development Agency - Transportation Division is requesting the purchase of the bid truck ($218,478.98), less the Hot Patch component (-$84,204.00), adding options brush chipper body (+$9,180.00) and seven yard dump body (+$15,000.00) for a price of $158,454.98 (plus all fees and taxes, estimated not to exceed $12,000.00).
Reason for Recommendation
At the request of Community Development Agency - Transportation Division, the Procurement and Contracts division issued an Invitation to Bid for one (1) International Truck equipped with a hookloader system, brush chipper body with a seven yard dump body. Seven (7) invitations to bid were mailed; one qualified response was received. No local vendors provide this equipment.
The dump truck is being purchased to replace existing equipment that is over twenty-two years old and very worn. The truck is in very poor condition and requires excessive and continuous repairs that are very costly. If this machine is down for repairs, road maintenance activities are delayed and that could be cause for public safety concerns for those using the roadways.
