DEPARTMENT RECOMMENDATION

The County may need to acquire Temporary Construction Easements, Permanent Easements and/or Fee Title from the above listed parcels for the Green Valley Road at Mound Springs Creek - Bridge Replacement Project, CIP No. 77136 (Project). In order for the Community Development Agency, Transportation Division (Transportation) to research title records and prepare for negotiations with the subject parcel owners, Transportation is requesting authorization to initiate the acquisition process by ordering and payment of title reports, color coded maps and certified appraisals for the land rights to be acquired.

 

DISCUSSION / BACKGROUND

The current bridge was built in 1935 (80 years old) and features an overall width of 23 feet and spans Mound Springs Creek. The Average Daily Traffic (ADT) count from 2012 was 4,000 vehicles per day. The current bridge is considered functionally obsolete due to inadequate lane widths, shoulder widths and inability to serve current traffic demands and requires replacement.

 

The Project will serve to widen the existing roadway and replace the current bridge with a new two-lane bridge, addressing safety concerns with improved approaches and shoulders. Environmental process is scheduled to commence shortly and project construction is anticipated to begin no later than Fiscal Year 2020/21.

FINANCIAL IMPACT

The cost for title reports is based on $550 per parcel. The total cost for the four title reports is approximately $2,200. Funding for the Right of Way acquisition process is budgeted in the adopted 2015 Capital Improvement Program and will be provided by a combination of Highway Bridge Program and Regional Surface Transportation Program funds (Federal Funds). This project is not funded by the General Fund and therefore has no Net County Cost.
