Probation Department recommending the Board consider the following:
1) Approve and authorize the Chair to sign Amendment I of Agreement 019-S1411 with Tahoe Youth and Family Services increasing the amount by $109,000 for a not to exceed total of $319,000 to provide Program Therapist(s) or Alcohol and Other Drug Counselor(s) for counseling and support to the Probation Department Juvenile Detention Facility in South Lake Tahoe; and
2) Authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement for Services 019-S1411, including amendments which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management.
FUNDING: Juvenile Probation Camp Funding/General Fund.

DEPARTMENT RECOMMENDATION
Tahoe Youth and Family Services has provided services for the Probation Department since 2006. This amendment will increase the NTE amount to $319,000, add the title “AOD Counselor”, add crisis response to the scope of service, amend the per hour rate to now include AOD counselors, and add a weekly maximum hour cap. The term of the agreement remains unchanged at July 1, 2013 through June 30, 2016.
The proposed rate is within or below rates charged by similar service providers within the County.
DISCUSSION / BACKGROUND
Tahoe Youth and Family Services provide "Program Therapist(s) or AOD Counselor(s)" for counseling, services and support to the Probation Department Juvenile Detention Facility in South Lake Tahoe. Counseling services will include individual and group counseling, family reunification services, Lifeskills, MRT, drug and alcohol counseling, anger management and crisis response.
In FY 2015/2016 HHSA- Mental Health Division notified Probation that they will be eliminating all services to the Probation Juvenile Detention facilities. Based on the ongoing need to provide service to this population of youth it has become necessary to increase the number of service hours and types of services that TYFS is providing.

Chief Administrative Office recommending the Board autohrize the Chair to sign Amendment I of Agreement No. 019-S1411.
FINANCIAL IMPACT
No fiscal impact or change to Net County Cost associated with this Agreement. Sufficient appropriations were included in the fiscal year 2015-16 approved budget, and will be included in future budgets for the term of the Agreement.

1. Clerk of the Board to obtain the signature of the Chair on two (2) originals of Amendment I, Agreement No. 019-S1411.
2. Clerk of the Board to return one (1) fully executed Amendment to Probation at 3974 Durock Road, STE 205, Shingle Springs.
