DEPARTMENT RECOMMENDATION

Community Development Agency (CDA), Environmental Management Division (EMD), recommending the Board accept grant award in the amount of $45,022.

 

DISCUSSION / BACKGROUND

In accordance with Board of Supervisors Policy A-6, the Board is the sole authority for accepting grant awards and approving grant agreements.  After acceptance of a grant award and approval of the grant agreement, the Board may delegate authority to the CDA Director or designee to execute all documents, including, but not limited to, the grant funding agreement, amendments, requests for payment, reports, and all associated documents necessary to secure grant funds and implement the approved grant project.

 

Pursuant to Public Resources Code Section 14581(a)(3)(A) of the California Beverage Container Recycling and Litter Reduction Act, CalRecycle is distributing funds in fiscal year 2014/15 to eligible cities and counties specifically for beverage container recycling and litter cleanup activities.  Some of the activities include: purchase and distribution of beverage container recycling bins; printing educational and outreach material such as stickers and signs to be placed on recycling bins; window clings to be distributed to business to help promote AB 341, Mandatory Commercial Recycling; and the development of a Recycling logo to be used to implement a county-wide recycling education, and outreach campaign.  The logo is planned to be placed on public recycling bins throughout the County and in education and outreach materials. 

 

Each county is eligible to receive a minimum of $10,000, or an amount calculated by CalRecycle on a per capita basis, whichever is greater. The per capita calculation is based upon the population as of January 1, 2014, in the incorporated areas of a city, city and county, or the unincorporated area of a county. 

 

The EMD submitted a Funding Request to CalRecycle in the amounts of $38,912 and $5,000 for the County and City of Placerville, respectively, for activities relating to beverage container recycling or litter reduction for the County and City (Attachment A).

 

Notification was received from CalRecycle that the Funding Request was recommended for payment in the amounts of $40,022 for the County and $5,000 for the City of Placerville.  The Placerville City Manager provided a letter (Attachment B) to EMD as authorization to manage and administer their grant funds in the amount of $5,000 to implement various grant related activities.
