DEPARTMENT RECOMMENDATION

This request implements the Board’s revenue requirement in the Air Quality Management District's (AQMD) adopted Fiscal Year (FY) 2015/16 budget by authorizing the submittal of the application for continued subvention funding.  These funds are appropriated in the State of California Budget Act of 2015 and are distributed to local air districts in accordance with formulas established by the Health and Safety Code.  This year’s annual fund award process mirrors that used in previous fiscal years, FY 2013/14 and FY 2014/15.

 

If approved, the completed FY 2015/16 Application for Subvention Funds form (Attachment A), designed to identify the total budget for AQMD’s air pollution control program including a detailed breakdown by funding source, will be submitted to the California Air Resources Board prior to November 16, 2015.  Funds will be utilized for District operations and the chimney smoke reduction incentive program.

 

DISCUSSION / BACKGROUND

The State Budget Act of 2015 contains an appropriation of $10,111,000 for subvention to local air pollution control districts.  California Health and Safety Code 39810 requires $500,000 of the amount appropriated by the State budget be reserved for subvention to rural air pollution control districts to attain minimum subvention levels if certain criteria are met.

 

ALTERNATIVES

If this item is not approved, this State revenue will not be realized.  The ~$42,311 anticipated to be deposited into the AQMD operations budget will instead be drawn from the AQMD fund balance.  The ~$53,941 anticipated to be deposited into the Chimney Smoke Reduction budget will not be used to replace 90 old wood stoves and will not reduce total Green House Gas and criteria pollutant emissions by 158 tons per year.

FINANCIAL IMPACT

Subvention funding of $96,252 is included in the FY 2015/16 Air Quality Management District (AQMD) Budget.  There is no change in net County cost.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

Board Clerk to provide certified copy of Board’s action to the AQMD. 

Upon receipt of the above the Air Pollution Control Officer will submit the FY 2015/16 Application for Subvention Funds to the California Air Resources Board.
