Chief Administrative Office, Parks Division recommending the Board approve Resolution 188-2015, approving the application for grant funds from the California River Parkways Grant Program offered through the State of California Natural Resources Agency for $500,000 for river bank stabilization on the South Fork of the American River at Henningsen Lotus Park.

DEPARTMENT RECOMMENDATION

The Board of Supervisors approved the Henningsen Lotus Conceptual Plan on July 29, 2014.  The Board identified three Tier I priorities from the plan, one of which was the stabilization of the South Fork of the American River at the park.  The grant application submitted on September 1, 2015 requested funds for river bank stabilization at Henningsen Lotus Park.  The grant application included the County's Policy A-6 for Grant Applications.  During the grant review process, the State returned to the County Parks Division requesting a formal Resolution in the format that was provided in the grant application.  With the Board's approval, the application will be moved forward in the evalution process.

 

DISCUSSION / BACKGROUND

 River Bank Stabilzation was included in the Henningsen Lotus Park Conceptual Plan.  The Consultant identified sites A through P along the river bank that require stabilization and improvement.  The sites are documented in the attached Restoration Areas site map.   The total cost to complete all points of the project exceeded the grant threshold.  It was determined that sites A through N were of immediate concern and the costs associated with the completion of these sites would not exceed the grant threshold of $500,000.  There are no matching fund requirements and labor costs were factored into the request for funds.  The Parks Division will work with County Facilities’ staff in the administration and management of the project.  It was also identified that a collaboration with volunteers and groups such as the California Conservation Corps would be used complete the project. 

 

ALTERNATIVES

If the Board of Supervisors decides to not approve this resolution the application will be withdrawn and alternative funding will have to be determined for this project.

FINANCIAL IMPACT

Grant amount requested is $500,000.  The funds for this grant were not included in the FY15-16 budget.  If grant is awarded, the Parks Division will return to the Board with a budget transfer increasing revenue and appropriations.

STRATEGIC PLAN COMPONENT

The Board of Supervisors approved the Henningsen Lotus Conceptual Plan and identified three Tier I projects,  River Bank Stabilization being one of those projects.
