DEPARTMENT RECOMMENDATION

Community Development Agency, Environmental Management Division (EMD), recommending the Board accept Used Oil Payment Program, Cycle 6, Fiscal Year 2015/2016 (OPP 6) grant award in the amount of $53,261.

 

DISCUSSION / BACKGROUND

Public Resources Code Section 48600 of the California Oil Recycling Enhancement Act provides up to $11 million annually in payments to local governments for implementation of local used oil and filter collection programs for a variety of eligible costs.  Eligible costs include, but are not limited to: establishing, maintaining and/or enhancing used oil and used oil filter collection/recycling programs; developing educational materials informing the public about used oil and used oil filter collection and recycling; purchasing or renting storage facilities dedicated to oil-related activities and supplies; specific training; and developing and purchasing used oil program materials.  Each county is eligible to receive an amount calculated by CalRecycle on a per capita basis using the California Department of Finance's population statistics. 

 

EMD applied for OPP 6 (Attachment A), and received notification of the award in the amount of $53,261 for a twenty-four month period from July 1, 2015 through June 30, 2017.  In accordance with Board of Supervisors Policy A-6, the Board is the sole authority for accepting grant awards and approving grant agreements.  After acceptance of a grant award and approval of the grant agreement, the Board may delegate authority to the Community Development Agency Director, or designee to execute all documents, including, but not limited to, the grant/payment program funding agreement, amendments, request for payments, reports, and all associated documents necessary to secure grant/payment program funds and implement the program.
