DEPARTMENT RECOMMENDATION

Community Development Agency, Transportation Division (Transportation) recommends the Board approve and authorize the Chair to sign Amendment No. 1 (Amendment) to the Cooperative Agreement No. 03-0525 (Coop) with the State of California Department of Transportation (Caltrans) for the planning, design, right of way, and construction phases of the Diamond Springs Parkway - Phase 1A - SR-49 Realignment Project (Project), CIP No. 72375, subject to review and approval by County Counsel.  The Project (including all phases) has been a priority for the County for more than fifteen years.  Construction of the Project is identified as a need in the County General Plan, the Caltrans District 3 SR-49 Transportation Concept Report, and various specific plans.

 

The Coop defines the obligations of both the County and Caltrans regarding Project activities and funding for this project.

 

DISCUSSION / BACKGROUND

The Project realigns and widens Diamond Road (SR-49) from the intersection of the proposed Parkway south to Pleasant Valley Road.

 

The primary purpose of the Project is to improve traffic safety and operations on portions of SR-49 in the vicinity of Diamond Springs.  Phase 1B of the Project will eventually provide parallel capacity for SR-49 between Missouri Flat Road and Diamond Road and alternate access to US-50 via Missouri Flat Road to relieve traffic congestion and provide an acceptable level of service through the historic town of Diamond Springs to meet the County's General Plan Policy TC-1.

 

The Project is being phased to align improvement needs, construction staging needs, and available funding.  The Project is included in Transportation’s 2015 Capital Improvement Program (CIP), which was adopted by the Board on June 16, 2015 (Item No. 40), and includes Diamond Springs Parkway - Phase 1B, CIP No. 72334.

 

The purpose of this Amendment is to revise the funding summary to include funds from the State Highway Operation and Protection Program (SHOPP).  Transportation anticipates approximately $1,000,000 of SHOPP funds to be allocated and authorized for the construction phase of the Project.

 

ALTERNATIVES

Do not approve the Amendment and subsequently do not receive the $1,000,000 in SHOPP funding from Caltrans.

County Counsel approved the Amendment

 

CAO RECOMMENDATION

Chief Administrative Office concurs with staff's recommendations.

 

FINANCIAL IMPACT

There is no change to Net County Cost associated with this agenda item.

 

Funding for the design, right of way, and construction phases of the Project is currently provided by Master Circulation & Funding Plan Financing, 2004 GP Traffic Impact Mitigation Fee Program, West Slope Traffic Impact Mitigation Fee Program, Local Tribe Funds, and Utilities

 

This Amendment revises the Project’s funding summary to include approximately $1,000,000 of SHOPP funds to supplement the existing sources funding the upcoming construction phase. Resulting changes to the Project budget will be included in the next update to the Capital Improvement Program.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk will obtain the Chair’s signature on three (3) originals of the Coop.

2) The Clerk will forward the three (3) originals of the partially executed Coop to Matt Smeltzer, CDA Transportation, Fairlane Engineering, to send to Caltrans for its approval and signature.

 

DEPARTMENT FOLLOW UP ACTIONS

Upon receipt of the fully executed original Coop from Caltrans, Transportation will forward the original to the Clerk of the Board for its files.
