Background

On February 2, 2016, the Board directed staff to coordinate a rotating executive briefing on each Strategic Plan Goal.  For a schedule of the briefings and their locations on March 21, 2016 please see attachment 13A for details.

 

On January 26, 2016, the Board received a presentation from the Kiely Group on the results of the Citzen Engagement Survey. 

 

On January 5, 2016, the Board received and filed the Citizen Engagement Survey results and scheduled a presentation from the Kiely Group for January 26, 2016. 

 

On July 20, 2015 the Board received a presentation from Dr. Laree Kiely, founder and CEO of Kiely Group, of the key concepts pertaining to a "Citizen Engagement Survey."  Additionally, the Board discussed and accepted revisions to the Strategic Plan Goals.  The previously proposed Goals of "Effective Services" and "Financial Sustainability" were incorporated as components of the "Good Governance" Strategic Goal and added "Healthy Communities" as a new Strategic Goal.  The Strategic Plan Goal-Setting Teams were to continue to develop their area of focus in preparation for a Strategic Planning Executive Briefing leading up to official adoption of the Strategic Plan by the Board of Supervisors. 

 

The five proposed Strategic Plan Goals are:

Infrastructure

Economic Development

Public Safety

Healthy Communities

Good Governance

 

On June 16, 2015 the Board set a Strategic Plan workshop on Monday, July 20, 2015 at 9:00 a.m. at Child Support Services in Shingle Springs to discuss and approve changes to Strategic Plan Goals relating to Good Governance and Community Health and Wellbeing, and receive a presentation on the Citizen Engagement Survey from the Kiely Group.

 

On March 17, 2015 (Item 13) the Board approved key concepts that support Strategic Goals.  Staff have been developing the concepts of Good Governance and Community Health and Wellbeing and recommend the Board adopt the modifications.  At that meeting, Board members requested a process to allow them individual time with each Goal-Setting Team.  The purpose of this process is to allow Goal-Setting teams the opportunity to conduct an in-depth briefing to each Board member regarding each Goal, Objective, Task, and Performance Measure.

 

On February 24, 2015 (Item 45), the Board approved a motion to continue this matter to March 3, 2015.

 

On January 26, 2015 (Item 1), the Board accepted revisions to the county Mission and Vision statements which were to be included on a regular meeting agenda in March for formal adoption.  The Board also began work on Strategic Plan Goals.  Small groups were formed to address each goal in greater detail. 

 

Reason for Recommendation

On February 2, 2016, the Board directed staff to coordinate a rotating executive briefing on each Strategic Plan Goal.  This meeting will allow the Board and members of the public to receive briefings on the goal objectives, macro measures (community measures), and examples of related tasks/strategies. The presentation of example tasks/strategies will allow individuals to see their relationship with goal objectives and macro measures (community measures).
