DEPARTMENT RECOMMENDATION
Community Development Agency, Transportation Division (Transportation), recommending the Board approve and authorize the Chair to sign the First Amendment to Agreement for Services No. 381-S1511 (Amendment) with Ghirardelli Associates, Inc. (Ghirardelli) increasing compensation by $288,482 for a new not-to-exceed amount of $888,482 to provide construction support services for the Green Valley Road at Weber Creek - Bridge Replacement Project (Project), CIP No. 77114, pending review, minor modification and approval by County Counsel and Risk Management.
DISCUSSION / BACKGROUND
The Board awarded the construction support services contract for the Project to Ghirardelli on February 24, 2015 (Item No. 24). The Notice to Proceed to Ghirardelli was issued on March 5, 2015 and work began by the contractor on April 15, 2015. The Project will replace the existing functionally obsolete bridge with a new bridge that meets current standards, in addition to constructing new retaining walls at each of the bridge approaches. The Project is currently on schedule for completion in summer 2016.
Transportation is requesting to increase the not-to-exceed amount of this contract for reasons as follows: (1) the Project involves complex structure construction work, and as a result of several contract change orders, additional Consultant hours are necessary in order to complete the contract inspection and administration work; (2) the original contract cost estimate assumed a full time Transportation staff inspector, subsequently the Transportation inspector resigned from the County and a Consultant inspector was required; and (3) specialized materials testing has been determined necessary that is beyond the capabilities of the County’s materials lab.
The El Dorado County Employees Association, Local #1, has been informed of this proposed Amendment.
ALTERNATIVES
An alternative would be to not approve the recommended Amendment 1. By utilizing this alternative, staff working on other CIP projects would be taken off those projects with noted delays in project delivery. Additionally, funding for additional construction activities through the Change Order process is needed to deliver the completed project, so a revised amendment would be needed to fund this portion of the proposed amendment.

County Counsel and Risk Management approval is pending for this Amendment.
CAO RECOMMENDATION
Chief Administrative Office concurs with staff's recommendations.
FINANCIAL IMPACT
There is adequate capacity in the Project’s construction engineering budget to fund the proposed Amendment. No additional funding is being requested.
This Project is included in the adopted 2015 Capital Improvement Program, with funding provided by the Highway Bridge Program, Regional Surface Transportation Program, and Traffic Impact Mitigation Fees.
CLERK OF THE BOARD FOLLOW UP ACTIONS
1) Following approval by County Counsel and Risk Management, the Clerk will obtain the Chair's signature on two (2) copies of the proposed Amendment.
2) The Clerk will return one (1) of the signed copies of the proposed Amendment to Community Development Agency, Administration and Finance Division, Contracts and Procurement Unit for further processing.
