Hearing to consider the following: Site Plan Review SPR06-0136/Coloma Blues Live submitted by the EL DORADO ARTS COUNCIL (Agent: Mary Carrera) to allow a one-day music festival on Saturday, June 9, 2007, from 10:00 AM to 6:00 PM, with an estimated attendance of 3,000 people. The property, identified by Assessor’s Parcel Number 006-011-42, consisting of 18.69 acres, is located on the northwest side of Lotus Road, approximately three-quarters of a mile south of the intersection with State Route 49, in the Lotus/Coloma area. (Categorically exempt pursuant to Section 15304(e) of the CEQA Guidelines)
RECOMMENDED ACTION: Development Services/Planning Services recommends the Board take the following action: 1. Certify the project is Categorically Exempt pursuant to Section 15304(e) of the CEQA Guidelines; and 2. Approve the outdoor music festival permit (pursuant to County Code Section 5.32), based on the findings listed on Attachment 1, subject to the conditions listed on Attachment 2.
Background: The El Dorado Arts Council is proposing to present the second Coloma Blues Live! outdoor music festival. At the June 10, 2006, festival, they operated consistent with exceptions in County Code Sections 5 .32.020 and 17.23.015. As the El Dorado Arts Council is proposing an attendance increase from 1,999 to 3,000 persons, a permit, as required by Section 5.32 of the County Code, has been requested.
