Fiscal Impact/Change to Net County Cost: There is no fiscal impact or net County cost.

Background: Public Health administers several agreements (mentioned above) that allow for the length or term of each to be extended (referred to here as "options"), without amendment, by mutual consent in writing by both parties. Those options were included in the contract language because of the routine nature of the services provided and the importance those services held for the County.

The Department assumed that such signature authority rested with the Contract Administrator (identified as the Department Head) and executed extension letters to continue the contracts with the Community Health Center (extended on July 1, 2006) and CaliforniaKids (extended on September 21, 2006). The original agreement with Alpine County expires on December 31, 2006 and allows for a one year extension. The Purchasing Agent has brought to the Department's attention that the contracts do not explicitly state who is authorized to execute the extension letters. Without specific reference to anyone the authority continues to rest solely with the Board of Supervisors.
