DEPARTMENT RECOMMENDATION
The YOBG funding allows Probation to provide appropriate rehabilitative and supervision services to youthful offenders.
YOBG funding supports the South Lake Tahoe Juvenile Treatment Center programs and services, and juvenile court ordered placements at Madera County Juvenile Detention Facility, County of Del Norte Bar-O Boys Ranch, and County of Humboldt New Horizons Program. The South Lake Tahoe Juvenile Treatment Center's service and staffing levels can be maintained at current levels by YOBG funding for salaries and benefits. County of Humboldt New Horizons is a specialized mental health treatment program and both Madera County Juvenile Detention Facility and County of Del Norte Bar-O Boys Ranch are ranch programs that are a viable alternative to the State of California Department of Corrections and Rehabilitation Division of Juvenile Facilities for those minors that have exhausted all local resources.
DISCUSSION / BACKGROUND
In July 2009 Senate Bill (SB) X4 13 was enacted with significant amendments to the YOBG. This created the development of the annual application and reporting format to be employed by the BSCC and counties in meeting the more rigorous requirements. Under the law, each county must annually submit to BSCC by May 1st, its JJDP outlining how the county proposes to spend its YOBG allocation in the subsequent fiscal year.
