DEPARTMENT RECOMMENDATION
The Probation Department has completed all the necessary steps to submit our annual re-application for funding of the CART Program for FY 2016-17. Continuation of the program is a key element in efforts to improve school attendance, provide appropriate delinquency prevention services, and to reduce crime and delinquency by at-risk youth.
The Department is required by the Juvenile Court and law (Welfare and Institutions Code § 628.1, 654, 725, 727, 741, 777, 778, 790, 840, & 841) to provide services and probation supervision to juvenile offenders. Without the funds provided by the JJCPA, the department would still have to devote probation officers to provide the mandated supervision of juvenile offenders, but without as many resources.
DISCUSSION / BACKGROUND
On October 21, 2001 Senate Bill 736 was signed into law. Among other provisions, the bill required the Juvenile Justice Coordinating Council (JJCC) to review the Comprehensive Multi-agency Juvenile Justice Plan (CMJJP) annually. The JJCC reconvened on March 10, 2016 for the purpose of reaffirming its support for the CART Program for fiscal year 2016-17.
BSCC is operating under the assumption that funding for the JJCPA program will continue beyond June 30, 2016 and is currently included as part of the State’s proposed FY 2016-2017 budget. BSCC estimates that the allocation amount received by each county for Fiscal Year 2016-17 will be similar to the allocation amount received for the FY 2015-16 program, subject to Legislative appropriation.
