DEPARTMENT RECOMMENDATION
Community Development Agency, Environmental Management Agency (EMD) recommends the Board adopt Resolution 082-2016 authorizing the submittal of applications to the State of California, Department of Resources Recycling and Recovery (CalRecycle) for all eligible payment programs. CalRecycle Payment Programs provide funds to local jurisdictions to assist with recycling and diversion of solid waste from landfilling.

DISCUSSION / BACKGROUND
CalRecycle administers various payment programs and provides oversight for California’s waste handling and recycling programs, which are managed at the local level by cities and counties (jurisdictions). EMD was notified by CalRecycle that all jurisdictions are required to submit a specific resolution for payment programs by June 1, 2016. Historically, CalRecycle has accepted a general Board resolution applicable to most CalRecycle grants when applying for payment program funds. The approval of this resolution will ensure that the EMD is able to take advantage of all Payment Programs offered through CalRecycle as they arise.

One of the Payment Programs EMD applies for annually is the City/County Payment Program for the furtherance of beverage container recycling and litter cleanup.
