Fiscal Impact/Change to Net County Cost:
This project is 100% funded by West Slope Traffic Impact Mitigation Fees however this action does not result in the County incurring costs. There is no Net County Cost associated with this agenda item.
 
 
Background:
Currently Cameron Park Drive is a two-lane road in the project area.  Traffic delays occur on La Cañada Drive due to high volumes of traffic on Cameron Park Drive. Eastbound and westbound traffic on La Cañada Drive experience difficulty turning left or right on to Cameron Park Drive. DOT has performed a traffic signal warrants analysis pursuant to the Manual on Uniform Traffic Control Devices (FHWA, 2003). The intersection currently meets warrants for eight-hour vehicular volume. This roadway segment has been identified in the Proposed 2007 Capital Improvement Program as requiring operational and safety improvements as a result of this existing situation.
 
Reason for Recommendation:
To improve traffic safety and operations at the intersection of Cameron Park Drive and La Cañada Drive. The reason for these recommendations are based on the following findings:
 
A.      The CEQA document on file with the Clerk of the Board and on DOT website  <http://www.co.el-dorado.ca.us/DOT/NOICPLaCanada.html> was prepared pursuant to Public Resources Code Sections 21000 et seq., and the CEQA Guidelines.
B.            There is no substantial evidence that the project, as mitigated, will have a significant effect on the environment.
C.        The Mitigated Negative Declaration (MND) for the Cameron Park Drive/La Canada Intersection Improvements Project reflects the lead agency's independent judgment
           and analysis.
 
Project Description:  
The Proposed Project would install a four-way traffic signal at the intersection of Cameron Park Drive and La Cañada Drive. Roadway widening would be necessary to accommodate extension of the left-turn pockets in the north- and southbound directions on Cameron Park Drive.  The project limits begin approximately 900 feet south of Cameron Park Drive's intersection with La Cañada Drive and extend to approximately 500 feet north of La Cañada Drive.  The east-west project boundary would extend approximately 500 feet west and approximately 100 feet east on La Cañada. Construction Schedule
Construction is proposed to commence in Spring 2008  and would require approximately three months to complete.
 
Mitigation Measures:  Mitigation measures are added to the project to reduce potential impacts with regard to raptors, rare plants and wetlands to a level of insignificance.  The Mitigation Monitoring and Reporting Plan is provided as Attachment C.
 
Public Notification:  The Notice of Intent to Adopt a Mitigated Negative Declaration was advertised in the Mountain Democrat,  the entire document was posted on the DOT website and hard copies were available at the DOT offices.  The review period extended from May 10, 2007 to June 8, 2007.  Individual  notices were sent to those directly affected along Cameron Park Drive and La Canada and to affected agencies, including the Cameron Park Community Services District and the Cameron Park Airport.  
 
Comments Received:  
Several phone calls were received with questions for clarification of the project and several comments in support of the project were received.  
 
 
Action to be taken following Board approval:
The Board Chair will sign the Mitigation Monitoring and Reporting Program.

DOT will take the following action:
(1)      File a Notice of Determination with the office of the County Recorder/Clerk.
(2)            DOT staff will proceed with the project through preparation of the plans, specifications and estimates, and Right-of-Way acquisition process.
