Fiscal Impact/Change to Net County Cost:  No impact to Net County Cost.  Revised fines and fees incorporated into FY 2007-08 Proposed Budget.

 

Reason for Recommendation:  Library Fines and Fees are reviewed from time to time to determine that they do not exceed the actual cost of providing library services, that they are in compliance with State law, and that they generally are similar to other public libraries in the region.  The current schedule of fines and fees was established in 1995, except for the elimination of the fee for public Internet use in 2000.   Overall, the proposed changes reduce some of the fines and fees for library materials that are returned, and increase the fees associated with lost items.  The changes also include the elimination of the $1.00 audiobook fee

 

Proposed Changes to Library Fines:

 

1)  Change the overdue fine for videos/DVDs from $1.00 per day to $.25 per day to be consistent with overdue fines for all other materials.

 

2)  Change the maximum fine for videos/DVDs from $15.00 to $5.00 to be consistent with maximum fines for all other materials.

 

Proposed Changes to Replacement Fees for Library Materials

 

1)  Increase the minimum replacement charge for a lost book to $20.00 for a children’s book and $25.00 for an adult book.

 

2)  Increase the non-refundable processing fee for hardcover books from $5.00 to $7.00, and decrease the non-refundable processing fee for paperbacks and magazines from $5.00 to $1.00.

 

3)  Increase the replacement charge for a CD or cassette from an audiobook to $10.00

 

Proposed Changes to Other Fees

 

1)  Impose a $25.00 per account fee for referring the account to Revenue Recovery.

 

2)  Increase fee for non-resident card from $20.00 to $30.00

 

3)  Impose a $25.00 fee for proctoring an examination for an educational institution.

 

Action to be taken following Board approval:

Fees to be implemented by library branches immediately.
