Title: Transportation Department recommending the Board approve the Plans and Contract Documents for the Latrobe Road Realignment, Widening, and Bridge Project, Suncast Lane to Golden Foothill Parkway, Project 72403; Chairman be authorized to sign the plans upon approval by County Counsel; and requesting authorization to advertise for construction bids for same. RECOMMENDED ACTION: Approve. FUNDING: The provisions of the Funding, Credit, and Reimbursement Agreement between West Valley, LLC, and the County of El Dorado require that the developer of West Valley advance fund the construction of the Latrobe Road Project through the prepayment of El Dorado Hills Traffic Impact Mitigation (TIM) fees. A bond was issued and a portion of the proceeds were used to prepay $23 million in El Dorado Hills TIM fees. These prepaid fees are held in a segregated fund and will be utilized to fund the Latrobe Road and White Rock Road improvements, which include this project.

Fiscal Impact/Change to Net County Cost:
The cost associated with the construction phase of this project is estimated at $12,650,000, which includes an estimated bid of $9,868,000, supplemental items at $195,000, construction management, materials testing, and survey costs of $1,600,000, and a contingency of $987,000.
 
Funding for County costs associated with this project have been advanced by the Developer of the West Valley View project through prepayment of impact fees.  Of the $9.8 million noted above, $1,670,000 is attibutable to work being performed under the County's construction contract for El Dorado Irrigation District (EID) where that cost is being funded by EID under the terms of an agreement (AGMT 07-1525) also being presented to your Board on this date.
 
There is no net cost to the County General Fund associated with this agenda item.
 
Reason for Recommendation:
West Valley Tentative Map (TM99-1359) is located within the Valley View Specific Plan area.  The Developer, West Valley LLC, is required by Condition of Approval #25-b) to provide the Department of Transportation with funding and a bid-ready package for the installation of improvements to realign and widen Latrobe Road to four lanes from Suncast Lane to Golden Foothill Parkway (south), including a new bridge over Carson Creek.
 
The final Right of Way acquisitions and approvals have been accepted by the Board for all parcels required for this project.  Both the PG&E Work Performance Agreement and the EID Construction Responsibility and Reimbursement Agreement for utility work associated with this project are being presented to your Board on this date.  Assuming approval by your Board, the "Right of Way Certification" will be finalized immediately thereafter.  
 
An initial study was prepared for this project pursuant to the California Environmental Quality Act (CEQA) and a Notice of Determination was filed with the County Clerk on April 24, 2001.  Mitigation measures were made a condition of approval for the project, which have been addressed in the Contract Documents.  The project has been verified under the new Nationwide Permit by the Corps of Engineers.
 
A copy of the Contract Documents has been provided to the Board Clerk for review by Board Members and for permanent record.  A copy is also available for viewing in the Public Viewing Packet that is on file with the Board Clerk.
 
Action to be taken following Board approval:
1.  Board Chairman will sign the construction plans for Latrobe Road Realignment, Widening, and Bridge Project, Suncast Lane to Golden Foothill Parkway;
2.  DOT will advertise for construction bids and return to the Board for consideration to award the construction contract.
