Fiscal Impact/Change to Net County Cost: None.

Background: EMResource is a web-based product that is used daily to monitor the status of hospital ER and other EMS resources (air ambulances, etc.). It is also used during large-scale EMS incidents to monitor distribution of a large number of patients to local hospitals based on ER capacity and/or availability of specialized hospital services. Both hospitals in El Dorado County have used this product for the past three years.

Previously, the County contracted with Hospital Council of Northern and Central California (HCNCC) who, in turn, contracted directly with EMSystem on behalf of several counties in the Sacramento region. HCNCC decided to discontinue their intermediary role; however, San Joaquin County has now agreed to take over this responsibility. San Joaquin County has contracted directly with EMSystem for the EMResource product and is entering into MOUs with regional participating counties to pay for this service. The annualized cost to each county is apportioned by San Joaquin based on population. This expenditure has been anticipated in the EMS Agency budget for FY 2007-08.

Reason for Recommendation: In order to continue use of this product, El Dorado County EMS Agency must contract with the new vendor.
