Background: County Ordinance 242.020 provides for the declaration of a local emergency by the Chair, acting in his/her official capacity as the Director of the El Dorado County Office of Emergency Services, when the Board of Supervisors is not in session.  The Ordinance further requires that said declaration be ratified by the full Board within seven days of the declaration.
 
The Resolution declaring a local emergency was signed by the Director of the El Dorado County Office of Emergency Services on January 8, 2008, as a result of the conditions of extreme peril to the safety of persons and property caused by severe winter storms.
 
Reason for Recommendation: The severe storms that begun on January 3, 2008 have caused widespread, prolonged disruption of electrical power and communications, and have impacted the health and safety of the public and property through high winds, torrential rains, flooding and heavy snowfall.
 
Action to be taken following Board approval:Said Resolution shall be distributed to the appropriate State and local governmental agencies.
