Fiscal Impact/Change to Net County Cost: There is no increase in net County cost. The approved FY 2007-08 Development Services budget includes funding for this agreement. As this service will only be available to Angora Fire related building permit applications the department will request reimbursement from the State Office of Emergency Services.

Background: On June 24, 2007, 254 residential structures were destroyed, 75 other structures; and 35 residential structures were damaged in what became known as the Angora Fire. With the recent reductions in force experienced by Development Services and the increased workload generated by the Angora Fire related building permit applications, the department requires “as requested” building plan check services to process Angora related building permit applications. Additionally, the California Health and Safety Code Sections 17960.1 and 19837 mandate that, after specific waiting periods, the department employs a private entity on a temporary basis to perform the plan checking function if so requested by the applicant.
