Fiscal Impact/Change to Net County Cost:  None.  Inmates pay for the full cost of commissary services, including the management services provided by Keefe, as part of the price they pay for items available from the commissary.
 
Background: Since September 1, 2000, Keefe Commissary Network has provided personnel, materials and services necessary to implement a commissary network program to facilitate the ordering of commissary supplies by inmates of the Placerville and South Lake Tahoe Jails.  
 
Reason for Recommendation:  The exiting contract with Keefe has expired.  Title 15 requires the Sheriff to provide commissary services to jailed inmates and the agreement with Keefe Commissary Network is the most economically feasable method of providing these mandated services.  The Sheriff's Department has consulted with Purchasing and determined to continue using Keefe to provide commissary services due to the software system that is currently in place and working effectively.
 
Action to be taken following Board approval:  The Chair will sign the Agreement.
