Fiscal Impact/Change to Net County Cost: No Change. The Agreement is funded by the Social Services allocation with required County match dollars met primarily with realignment resources. Funds are budgeted for FY 2007/2008 and the remainder will be budgeted for FY 2008/09 and 2009/10.

Background: The County Purchasing Agent executed Agreement #610-S0711 in the amount of $37,500 on June 13, 2007 for the term May 24, 2007 through December 31, 2007.

Reason for Recommendation: The provision of therapeutic counseling, inpatient and outpatient substance abuse testing and other related services has proven to be a successful tool for promoting reunification of families served by the Department of Human Services (DHS). Contracting out to local vendors continues to be the most efficient and cost effective method of delivering these services to eligible DHS Child Protective Services clients.

This Agreement is being submitted for retroactive execution as a result of delays in processing necessary to incorporate the Board approved standardized rate structure that became effective January 1, 2008 and the time required to achieve compliance with Purchasing Policy C-17 requirements for contract amendments.
