RECOMMENDED ACTION:  Planning Commission recommending the Board of Supervisors take the following action:  1.  Adopt the mitigated negative declaration, as prepared; 2.  Approve Z07-0052/PD07-0033, adopting the development plan as the official development plan and rezoning Assessor's Parcel Numbers 101-210-13 and -15 from Commercial-Sierra Design (C-DS) to Commercial-Planned Development (C-PD) based on the findings and subject to the conditions listed on Attachment 1; 2.  Approve TM07-1461 based on the findings and subject to the conditions listed on Attachment 1; and 3.  Approve S08-0005 based on the findings and subject to the conditions listed on Attachment 1.
 
Background: These applications were considered by the Planning Commission on May 22, 2008, and unanimously recommended for approval. The applicant was present and explained the project.  There was no one in the audience wishing to give input. See the attached minutes (Attachment 2) for discussion by the Commissioners.
