Fiscal Impact/Change to Net County Cost: Funding has been included in the Department's Proposed Budget for FY 2008-09. No Change to Net County Cost.

Background: In November 2004, California voters passed Proposition 63, now known as the Mental Health Services Act (MHSA). In January 2006, the Board approved submittal to the State of the Department’s three-year plan for MHSA Community Services and Support. This three-year plan was formally approved by the State on April 28, 2006 and covered the contract period April 1, 2006 through June 30, 2008. On April 1, 2008 the Board adopted the updated Agreement Number: 07-77309-000 that increased the contract amount from $4,125,093 to $5,171,662 and extended the term to include spending related to MHSA implementation costs back to July 1, 2004. On June 3, 2008 the Board authorized the extension of the MHSA Agreement through June 30, 2009. There will be a future modification provided by the State and submitted to the Board for approval that will include the funding allocation for FY 2008-09.

Reason for Recommendation:The State Department of Mental Health has notified counties that there is non-recurring funding available from unused MHSA Administrative funds (DMH Notice 07-21). The Department is recommending the submittal of a request for $743,700 to be used for the expansion of three MHSA Community Services and Supports programs identified below:
