Background: On February 5, 2008, item #26, the Board adopted revisions to Board of Supervisors Policy C-17 titled Procurement Policy and Procedure Manual.Policy revisions occurred in Sections 7.4.2 Contract Amendments, 7.10 Review of Contracts Exceeding $100,000.00, 3.0 Advertisement of Bids, 5.0 Award of Bids and Delegation of Authority, and 7.1.1 Contracts with Legislative Advocates.  
 
Reason for Recommendation:  This item comes to the Board to amend those sections of Chapter 3.12 of the County Procurement Ordinance that were also amended and adopted in the procurement policy.  
 
Section 3.12.050(F) provides the definition for "Formal Bid" and is amended to remove the requirement of advertising the bid in a newspaper and adds that the formal bid is posted publicly.
 
Section 3.12.130(A) is amended to reflect that purchases may be made up to $5,000.00 without a competitive process (currently set at $3,000.00).
 
Section 3.12.130(B) is amended to reflect that purchases in amounts in excess of $5,000.00 but not exceeding $25,000.00 shall be made using informal bidding procedures.

Action to be taken following Board approval:  The ordinance will be placed on the August 5, 2008 agenda for adoption, and will become effective thirty (30) days after adoption.
