RECOMMENDED ACTION:  Approve.

Fiscal Impact/Change to Net County Cost:  The specified departments' appropriations for salary and benefits will be reduced during the budget addenda process.  
 
Background/Reason for Recommendation: At a special meeting on August 25, 2008, the Board approved conceptually several actions to achieve cost savings in the FY 2008-09 and FY 2009-10 budgets.  Among the approved measures were changes to the County personnel allocation.  Both vacant and filled allocations were approved for deletion.  The Board is being asked to amend the personnel allocation resolution to delete the allocations that are currently filled so that the Reduction in Force process can be initiated.  If this amendment is approved today, the effective date of the reductions in force will be October 24, 2008.  Adoption of these changes now rather than concurrently with the Final Budget allows the County to achieve two additional weeks of savings.  Other changes to the personnel allocation resolution that the Board approved in concept and which involve vacant positions will be brought forth for action during the budget addenda process, and adopted concurrently with the Final Budget.  
 
Action to be taken following Board approval:  Human Resources will notify the affected bargaining units and employees.
