Fiscal Impact/Change to Net County Cost:  No change.  District will increase the fee paid to the Deparment of Human Services (DHS) from $9.37 to $15.00 for each applicant screened.  FY 2008-09 Revenues are estimated at $150 and offset the cost of providing this service.
 
Reason for Recommendation:  South Tahoe Public Utility District enacted an ordinance establishing the Helping Hands Outreach (H2O) Program through which District customers may obtain financial assistance to pay their delinquent and unpaid utility service charges.  On March 24, 1998 an MOU was executed between DHS and District to evaluate and screen District customers who wish to apply for financial assistance through the H2O Program and to define the role and responsibilities of DHS and District relative to the H2O Program.  The District agreed to pay DHS an administrative fee of $9.37 for each applicant processed and approved as eligible by DHS.   Amendment 1 to the MOU increases the administrative fee paid by District to DHS for each approved applicant from $9.37 to $15.00, which is expected to increase revenues from approximately $100 to $150 annually to more closely offset DHS costs for provision of this service. This is the first increase in the fee since the MOU was established in 1998.
 
County Counsel and Risk Management have approved Amendment 1 to MOU 001-DHS-M0811-STPUD. Copies of the Blue Route, the Original MOU and Amendment 1 to the MOU are attached and on file with the Board Clerk.
 
The original MOU was approved by the Board in 1998 with authorization for the Community Services Director to execute therefore, this amendment to the MOU also requires Board approval.  Additionally, Board approval is required to comply with County policies regarding Contracts with other agencies and contracts with no stated terms.
 
Action to be taken following Board approval:  Board Clerk to forward one (1) original of executed Memorandum of Understanding #001-DHS-M0811-STPUD, Amendment 1, to the Department of Human Services, Community Services Division at 3057 Briw Road
