Mental Health Department recommending Resolution 266-2008 authorizing the Chairman to sign Agreement 245-S0911 (27044) with the State of California Department of Rehabilitation in the amount of $161,613 for the term of July 1, 2008 to June 30, 2011 to provide mental health and case coordination services in the South Lake Tahoe area to clients receiving services from both of theses public agencies, and authorizing the Director of said Department to approve Agreement modifications, contingent upon approval of County Counsel and Risk Management, that do not affect the dollar amount or the term, and sign programmatic and financial reports as required by the state for compliance with California Department of Rehabilitation statutes and regulations.
RECOMMENDED ACTION: Approve.

Fiscal Impact/Change to Net County Cost: The total funding received under this agreement is $53,871 per fiscal year for a total of $161,613 for the three year contract term. Required matching funds are paid by the Mental Health Department (MHD) "in-kind" through (a) delivery of Medi-Cal mental health services financed by the State of California, and (b) activities and services financed with Mental Health Services Act (MHSA) funds. There is no Change to Net County Cost.
Background: The mission of the California Department of Rehabilitation (DOR) is to work in partnership with consumers and other stakeholders to provide services and advocacy resulting in employment, independent living and equality for individuals with disabilities. Among the services provided are vocational rehabilitation services, which include employment counseling, training and education, mobility and transportation aids, and job search and placement assistance. DOR services are tailored to help each person reach their employment goal. In El Dorado County, DOR operates vocational rehabilitation facilities in South Lake Tahoe (SLT) and the Western Slope.
The ability to obtain and keep employment (the DOR goal) is closely linked to positive mental health outcomes (the MHD goal). Therefore, clients are best served when the services provided by MHD and DOR are closely coordinated. Many of the persons eligible for DOR services due to disability are also receiving, or are eligible to receive, Medi-Cal and/or MHSA-finances services from the MHD. Through this agreement, the MHD obtains financing to support client case coordination with DOR staff that is more extensive that what would ordinarily be done. This includes:
· conducting workshops to assess the interest and capacity of individual MHD consumers to benefit from DOR vocational rehabilitation services;
· providing referrals of consumers likely to benefit from DOR services;
· contacting and assisting consumers and employers regularly both before and after placement to promote client stabilization in their employment;
· medication management as needed; and
· related coordination and planning of services so as to support successful outcomes.
Reason for Recommendation: This agreement will allow the MHD to continue receiving State funding through to June 30, 2011 to serve El Dorado County's disabled individuals through more extensive expanded client case coordination between the MHD and the DOR.
The term of the contract is July 1, 2008 through June 30, 2011 and is retraoctive due to late receipt of the contract from the State. The Department received the contract on July 9, 2008 and submitted it through County Counsel and Risk Management for review and approval.
Action to be taken following Board approval:
1. Chairman will sign four (4) original Agreements.
2. Board Clerk's Office to return all original agreements to MHD for further processing.
3. MHD will provide one fully executed original to the Board Clerk.
