Background: On August 28, 2001, the Board of Supervisors approved the Agreement to Provide Funding for Fire Protection and Emergency Medical Services.  The purpose of the Agreement was to secure continued enhanced services to residents of the rural regions in the County by providing supplemental funding to the fire districts.  The Agreement established a funding level of approximately 13% of the property tax revenue within each respective district's tax rate area.  The Agreement was amended on October 9, 2001 to amend the allocation percentages.  
 
Reason for Recommendation:  During the FY 2008-09 Budget Hearings, the Board agreed in concept that districts should be obligated to provide audited financial statements for any fiscal year in which a district's funds were not maintained in the County treasury for the entire fiscal year.  The proposed contract amendment would create such an obligation. The County would be entitled to withhold funding for any individual district meeting the above criterion, pending receipt and approval of an audited financial statement.  
 
Action to be taken following Board approval:  Board Clerk will return executed copy of the Amendment to the CAO for distribution.
