Fiscal Impact/Change to Net County Cost: There is no change in Net County Cost.

Background: At the Board of Supervisors Workshop on August 18, 2008, the Board of Supervisors gave direction to the Environmental Management Department to research and return to the Board on October 7, 2008 with a status report and recommendation regarding the feasibility of increasing residential (curbside) recycling through a programmatic approach by franchise area. As a result of the October 7, 2008 meeting, a motion was made to accept the programs in concept and the Environmental Management Department was directed to return to the Board on November 18, 2008, to hold a public hearing regarding the associated program rate increase. The required hearing information was not obtained by the November 18 request and the Board granted an extension of the hearing date to December 9, 2008.

On December 9, the Board did not take action to approve service level rate increases for franchise haulers associated with enhanced recycling programs. The Board continued discussion of general rate requests from various franchise haulers to December 16, 2008.

Reason for Recommendation: Resolution 318-2008 only pertains to a service level rate increase and a Materials Recovery Facility commercial clean recyclable load rate for El Dorado Disposal Service associated with enhanced recycling programs. It does not include provision of a general rate adjustment.
