Reason for Recommendation:
The restructuring plan would accomplish the following:
1. Create a Department of Health Services headed up by a Director of Health Services that incorporates both the Departments of Public Health and Mental Health.
2. Combine as appropriate the current administrative, fiscal and contracting functions of both Departments under one operational unit headed by a Chief Fiscal Officer.
3. Maintain current programmatic direction for each existing Department under their respective leadership who would report operationally to the new Director of Health Services.
The goals of the restructuring plan for the two organizations are to:
1. Provide a unified leadership structure that maximizes opportunity for program synergy
2. Create opportunities for streamlining and economies of scale in the provision of administrative, fiscal and contracting functions
3. Maintain a programmatic focus for each organization
4. Maximize physical, IT and fixed asset resources
The Board of Supervisors is requested to conceptually approve the following to implement this organizational restructuring:
1. Direct the CAO to proceed with the creation of a Department of Health Services effective October 14, 2008.
2. Direct Human Resources to return on October 14, 2008 with a job description and salary range for the Director of Health Services.
3. Direct the CAO to initiate a County promotional recruitment for the Director of Health Services upon creation of the position
