Fiscal Impact/Change to Net County Cost: There are no fiscal provisions associated with this item.

Background: In accordance with the California Health and Safety Code and the California Code of Regulations, the County EMS Agency is responsible for designation and approval of Advanced Life Support (ALS) pre-hospital care providers within the County's jurisdiction. CALSTAR is an important provider of such services, delivering invaluable helicopter emergency services to El Dorado County residents for over five years. The Department desires to continue those services for an additional three.

Reason for Recommendation: Persons residing in, or traveling through, the county benefit greatly when critically injured and helicopter services are only minutes away. Many lives are saved by this type of life support service that otherwise would be lost. This Agreement sets forth the Scope of Services to be provided and general requirements that CALSTAR must follow in order to operate in our county, such as maintaining certain policies and procedures and staffing levels. This Agreement has no remuneration associated with it (CALSTAR bills insurance/patients directly), but formally authorizes services to County's critically ill and injured, and satisfies regulatory conditions set by law with regard to the County EMS Agency's oversight.
