Fiscal Impact/Change to Net County Cost: There is no change in net County cost. Funding for the contract included in the Department’s FY 2007-08 budget and FY 2008-09 requested budget.

Background: The County has contracted with Netsmart Public Health for the maintenance of clinical management software, Insight, for several years. The current agreement was approved by the Board on May 1, 2007 and automatically renewed effective April 1, 2008; however, compensation for the second year of this agreement was not specified and an amendment is needed to add that second year compensation. Netsmart exercised its option in the contract to increase prices for maintenance by 5%. That increase is reflected in the amendment and is retroactive to April 1, 2008. The vendor did not notify the Department of the price increase until March 13, 2008 which did not allow sufficient time to prepare and agendize the amendment until April 29, 2008.

Reason for Recommendation: The Department requires Insight for patient record and data management. Maintenance of the software is critical to Public Health to continue keeping accurate and up-to-date patient records, and will be important to the Department's ability to track and mo...
