Fiscal Impact/Change to Net County Cost: There is no Net County Cost associated with this Agreement. This Agreement contains a fiscal allocation/budget that provides for a portion of the $1,026,550 available funding to be carried forward into FY 2010-11.

Background: The County of El Dorado receives funding for the Health Services Department Alcohol and Drug Program (ADP) from the State of California Department of Alcohol and Drug Programs via the current multi-year (7/1/07 through 6/30/10) Net Negotiated Amount (NNA) Agreement 07-NNA09; the FY 2009-10 portion of this is $1,026,550.

Prior to FY 2009-10, this Agreement included Drug Medi-Cal funding. However, after extensive review and collaboration with the local treatment providers, on October 6, 2009, the Department recommended, and the Board approved, submission of a letter to the State relinquishing the County's Drug Medi-Cal contract with the State. The State accepted the Board’s letter, so the local treatment providers are now contracting directly with the State (rather than through the County) to provide Drug Medi-Cal services and to receive associated reimbursement. The Health Services Department's FY 2009-10 budget reflected the anticipated elimination of Drug Medi-Cal funding.
