Health Services Department recommending the Board authorize the Health Services Director to sign the Access El Dorado (ACCEL) Governance Agreement. ACCEL is a County-wide health collaborative dedicated to improving access to and quality of health care for County residents. The County has participated in the ACCEL Initiative since its inception, acting at times as the fiscal agent and providing contracted project management. This updated Agreement defines the duties and responsibilities of the Members for the ongoing administration and operation of ACCEL and its programs.

Fiscal Impact/Change to Net County Cost: Not applicable; there is no remuneration under the attached Governance Agreement.
Background: Marshall Medical Center, Barton Healthcare System, El Dorado County Community Health Center, Shingle Springs Tribal Health, and the Health Services Department have senior management representation on the ACCEL Steering Committee, which is the decision-making body for this County-wide health initiative. The updated Governance Document defines the make-up of the ACCEL Steering Committee as well as the current duties and areas of responsibility for the health entities participating in the ACCEL Initiative.
Reason for Recommendation: Authorization of the Director's signature on this ACCEL Governance Agreement recognizes the County's continued participation in this important collaborative of local health organizations.
Action to be taken following Board approval:
1) Health Services Department Director to sign ACCEL Governance Agreement.
2) Department to return document to ACCEL Steering Committee.
