There is no Net County Cost associated with this Agreement.  Sufficient appropriations were included in the FY 2013-14 Budget request.
Background
On September 25, 2012, the Board authorized continuation of the Fiscal Year ("FY") 2011-12 Mental Health Services Act ("MHSA") Plan Update until the FY 2012-13 MHSA Plan Update was presented to and approved by the Board.  On July 23, 2013, the Board authorized implementation of the FY 2012-13 MHSA Plan Update and authorized continuation of the County's MHSA programs as identified in said MHSA Plan Update until the FY 2013-14 MHSA Plan is presented to and approved by the Board (File ID 13-0795).  Included in the approved FY 2011-12 and FY 2012-13 MHSA Plan Updates is the "Latino Outreach" project that has been provided by the South Lake Tahoe Family Resource Center for the South Lake Tahoe area since 2008.
 
The Latino Outreach project is a highly effective and culturally specific intervention strategy program utilizing the Promotora model, and provides outreach, engagement, and early intervention services.  The program reduces barriers to mental health care access while decreasing the health disparities experienced by the Latino population.  
 
Reason for Recommendation
Agreement 063-S1311 with the South Lake Tahoe Family Resource Center was approved by the Board on August 21, 2012 for the term July 1, 2012 through June 30, 2013 (Item 8).  Having received approval by the Board on September 25, 2012 and July 23, 2013 for continuation of services defined in the FY 2011-12 and FY 2012-13 MHSA Plan Updates, the Health and Human Services Agency now presents this retroactive Amendment I to Agreement 063-S1311 to the Board to ensure continuation of this successful program.  The amendment to the Agreement was originally prepared in May in anticipation of approval of the MHSA Plan Update for FY 2012-13.  Assessment of actual costs and re-evaluation of rates delayed development of  Amendment I to that Agreement.  Thereafter, multiple revisions were required and, upon approval of the final language September 3, 2013, the documents were immediately processed and submitted for the next available Board agenda.
 
 
Action(s) to be taken following Board approval
1. Chair to sign two (2) original Amendments I to Agreement for Services 063-S1311.
2. Clerk of the Board to return one (1) fully executed original Amendment I to Agreement to Health and Human Services Agency (HHSA) at 3057 Briw Road.
3. HHSA to distribute documents as appropriate.
